A HEARING WAS HELD BY THE FLORIDA DEPARTMENT OF ADMINISTRATIVE HEARING FROM AUGUST 23-26, 2016 AND SCHEDULED TO RESUME NOV 29-30, 2016 AT THE SOUTH FLORIDA WATER MANAGEMENT DISTRICT HEADQUARTERS IN WEST PALM BEACH, COMMENCING AT 9:00AM.  AT ISSUE IS WHETHER THE SFMWD CAN ALLOW FDOT TO DISCHARGE WATER FROM THE PROPOSED PROJECT (SR7) INTO THE IBIS LAKES AND SUBSEQUENTLY INTO THE PRESERVE AND GRASSY WATERS WHICH ARE OWNED BY WEST PALM BEACH.  THE LAKES ARE OWNED BY THE NORTH PALM BEACH COUNTY IMPROVEMENT DISTRICT AND THEY ARE RESPONSIBLE FOR THE WATER QUALITY WITHIN THE LAKES OF IBIS.  ADDITIONALLY, THE SFMWD ISSUED TWO ADMINISTRATIVE COMPLAINTS (ORDERS: ONE AGAINST THE CITY OF WEST PALM BEACH ANOTHER OTHER AGAINST NORTH PALM BEACH IMPROVEMENT DISTRICT.
